Ambassador and Head of the Delegation of the European Union to Pakistan,

I am writing to express my grave concerns regarding the ongoing political turmoil in Pakistan, marked by enforced disappearances and increasing fascism against former Prime Minister Imran Khan and his party, Pakistan Tehreek-e-Insaf (PTI), since his ouster. These alarming developments have persisted even after the recent elections, raising significant human rights concerns that must be addressed immediately.
Following Imran Khan’s removal from power, Pakistan has witnessed a disturbing trend of arbitrary arrests, enforced disappearances, and violent suppression of political dissent. This is a clear violation of Pakistan's obligations under the Generalized Scheme of Preferences Plus (GSP+), which mandates the country to adhere to core international human rights conventions.
The United Nations Working Group on Arbitrary Detention recently adopted Opinion 22/2024, which found the deprivation of liberty of Imran Ahmad Khan Niazi to be an arbitrary arrest. Furthermore, the UN has called for his immediate release, highlighting the severe human rights violations associated with his detention. Despite these international calls, Imran Khan remains imprisoned under conditions that pose significant threats to his life and well-being.
Additionally, the US House of Representatives passed House Resolution 901, which emphasizes the urgent need for Pakistan to uphold democratic institutions, human rights, and the rule of law. The resolution urges Pakistan to respect fundamental guarantees of due process, freedom of the press, freedom of assembly, and freedom of speech for the people of Pakistan. It condemns attempts to suppress democratic participation through harassment, intimidation, arbitrary detention, or violations of human, civil, or political rights. The resolution further supports free and fair elections in Pakistan, noting that the most recent election was not conducted under conditions that credible observers considered free or fair.
The situation is further exacerbated by the use of military trials against civilians, including Hassan Niaz, Haider Majeed, Abaad Farooq, Mehmood Rashid's son-in-law, and Usman Rajpoor's brother from Pindi. These individuals are facing trials that lack transparency and fairness, violating their fundamental rights and further undermining the rule of law in Pakistan. Additionally, enforced disappearances include individuals such as Azhar Mashwani’s brothers, Shahbaz Gill’s brothers, Ahmad Janjua (International Media Coordinator), Rizwan, and Farid Malik.
Furthermore, it has come to light that judges have been harassed and their family members abducted to pressure them into delivering verdicts against Imran Khan, ensuring his continued imprisonment. This is a blatant violation of judicial independence and the rule of law.
The situation is dire for women leaders as well. Prominent figures such as Dr. Yasmeen Rashid, Alia Hamza, and Bushra Bibi (Imran Khan's wife) have been rearrested under dubious circumstances. This reflects a disturbing trend of targeting women who are associated with political opposition, further highlighting the oppressive measures being employed.
In light of these grave concerns, I urge the DIOR Committee to take immediate action to ensure that Pakistan:
1.	Releases Imran Khan and all political prisoners without delay.
2.	Ends the practice of enforced disappearances and arbitrary arrests.
3.	Adheres to international human rights standards and its obligations under the GSP+.
4.	Ceases the use of military trials for civilians and ensures fair and transparent legal proceedings.
5.	Ends harassment and intimidation of the judiciary, ensuring the independence of the judicial system.
6.	Stops the rearrest and targeting of women political figures.
Additionally, we request the release of the EU's election expert mission report on observations of Pakistan's February 2024 elections. Transparency and accountability are crucial in ensuring that the will of the people is accurately represented.
Pakistan's failure to comply with these obligations undermines the principles of democracy and human rights. The international community must hold Pakistan accountable to its commitments under the GSP+ to promote stability, justice, and respect for human rights.
Thank you for your attention to this urgent matter. I trust that the DIOR Committee will take the necessary steps to address these serious violations and uphold the integrity of the GSP+ framework.
