I am writing to express my deep concerns regarding the ongoing political turmoil in Pakistan, particularly the unjust imprisonment and persecution of former Prime Minister Imran Khan. A recent United Nations Working Group opinion found Imran Ahmad Khan Niazi’s detention to be arbitrary. Amnesty International has also reported that the legal system is being weaponized against him, denying him a free and fair trial. Despite international calls for his release, Khan remains isolated in an 8x10 cell, cut off from family, lawyers, and doctors. He is reportedly suffering from an ear infection and has been denied access to his personal physician, Dr. Faisal Sultan from Shaukat Khanum Memorial Hospital, his long-term medical provider. Additionally, he has been denied blood tests by Shaukat Khanum Lab since his imprisonment. Given the multiple assassination attempts on his life, we strongly believe his life is at serious risk in prison.
Further compounding the situation is the abduction of Imran Khan’s lawyer, Intezar Punjotha, by intelligence agencies, raising serious concerns for Khan’s safety. The jail superintendent responsible for overseeing Khan’s food has also been abducted, heightening fears for his life. Despite petitions filed in the Islamabad High Court, no action has been taken for Punjotha’s release, demonstrating how the courts have failed to provide justice and are complicit in these violations.

Judges who have resisted these actions have faced harassment and death threats, while lower court judges attempting to deliver justice have been transferred to other cities or removed from their posts entirely.
Since Imran Khan’s ouster, Pakistan has witnessed a disturbing increase in arbitrary arrests, enforced disappearances, custodial torture, and violent suppression of political dissent. These actions clearly violate Pakistan’s obligations under the Generalized Scheme of Preferences Plus (GSP+), which mandates adherence to core international human rights conventions. Specifically:
1.	Imran Khan’s violent arrest on May 9th, within the premises of the High Court, was deemed illegal by the former Chief Justice of Pakistan’s Supreme Court. However, he was rearrested on August 9th on questionable charges and subjected to a kangaroo court trial. Just five days before the elections, he was sentenced to 30 years in secret jail trials. His continuous re-arrest, even while in jail, is deeply concerning.
2.	The unjust imprisonment and repeated arrests of women and children, including Bushra Bibi, Dr. Yasmeen Rashid, and recent arrest of imran khan's sister  Aleema Khan, and Dr. Uzma Khan, highlight severe violations of fundamental rights.
3.	Over the past year, 104 individuals have been tried in military courts, with appeals still pending in the Supreme Court, which appears to be under significant pressure from military intelligence.
4.	During peaceful protests, including those on May 9th, 2023, nearly 50 civilians were killed and thousands injured, yet no proper investigation into their deaths has been conducted. Every peaceful demonstration by PTI is met with excessive force from government agencies and police, including the reported use of expired tear gas, road blockades using containers, rubber bullets, baton charges, and at times, live ammunition. These actions represent a pattern of violent repression against peaceful dissent, further exacerbating the human rights crisis in Pakistan.
5.	Imran Khan has been subjected to secret trials in jail, and his party members and social media activists have faced enforced disappearances since his removal from power. Journalists and social media activists have been murdered, abducted, and tortured in custody, including the high-profile murder of journalist Arshad Sharif, the killing of Zille Shah, and the abduction of Imran Riaz Khan. Numerous political workers have also died during peaceful protests and in police custody, with no investigations carried out. The recent abduction of journalist Agha Sarwar, who covered a protest at D-Chowk Islamabad on October 5th, 2024, is another example.

Journalists and social media activists have been murdered, abducted, and tortured in custody, including the high-profile murder of journalist Arshad Sharif and the killing of Zille Shah. Numerous political workers have also died during peaceful protests and while in police custody, with no investigations conducted. Another example of unjust arrest is the case of Umar Malik, a singer whose only "crime" was singing in support of Imran Khan. He became a victim of torture after being abducted by the Cyber Crime unit and handed over to the police. Despite clear evidence of torture, the judge still remanded him to police custody for 10 days, further proving that the rule of law does not persist, and that the courts, by failing to take a stand, are complicit in this state-sponsored violence.
6.	The abduction of political workers and parliamentarians during and after the election campaign continues to this day, with courts powerless to challenge military intelligence responsible for these actions, which is extremely concerning.
7.	In the past year, around 30,000 political workers have been illegally detained, with over 3,000 MPOs (Maintenance of Public Order) issued as blanket orders to suppress dissent.
8.	Imran Khan has been unable to file an FIR for the assassination attempt against him in November 2022, further illustrating the severe breakdown of Pakistan's legal system.
9.	There has been a complete media blackout on human rights violations, and a ban has been placed on mentioning Imran Khan’s name on national television.
10.	The recent elections were rigged, and peaceful protests or worker conventions of the opposition party have been violently suppressed. The frequent imposition of Section 144 has led to terrorism-related charges against peaceful protesters.
Imran Khan’s continued imprisonment appears to be part of a broader strategy to crush his political party and pass constitutional amendments that legitimize enforced disappearances by intelligence agencies. Worryingly, the Chief Justice of the Supreme Court of Pakistan seems complicit in this agenda. The recent approval of the 63-A appeal, which allows any parliamentarian to vote for constitutional amendments, has paved the way for the abduction and torture of parliamentarians, as well as the harassment of their family members, including women and children. Lawyer Kazmi, who spoke out against these amendments, was arrested by the police, subjected to extreme torture, and was reportedly found in the hospital with a fractured skull, bruised face, and eye injuries. His memory loss from the torture was confirmed by his daughter’s statements and hospital admission records. Anyone who speaks out against these atrocities faces abduction or arrest by the police or intelligence agencies. Another recent victim of custodial torture is PTI MNA Haji Imtiaz's family, as highlighted on social media.

We urgently request the following actions from the EU delegation:

1. Intervene to encourage Pakistani officials to uphold their GSP+ commitments by ensuring Mr. Imran Khan’s humane treatment, including access to necessary medical care, family visits, and consultations with his legal team.

2. Arrange for an EU delegation to visit Mr. Imran Khan in prison to directly inquire into his well-being and report on his conditions.

3, Encourage Pakistani officials to adhere to international human rights standards and end the practices of enforced disappearances and arbitrary arrests in line with their GSP+ commitments.

4, Cease the use of military trials for civilians and ensure fair and transparent legal proceedings for all citizens.

5, End harassment and intimidation of the judiciary, guaranteeing the independence of the judicial system, free from external pressures and threats.

6, Stop the rearrest and targeting of women political figures, ensuring their safety and freedom from politically motivated detention.

We believe that EU intervention is crucial to preventing further deterioration of human rights in Pakistan and ensuring that international standards are upheld.
